HB 250 On The Move!

Yesterday the House Appropriations Committee approved HB 250! A big thank you to all of the NC Alliance for Health members and partners who made calls, sent emails or contributed to social media posts in support of HB 250! Most importantly, thanks to HB 250 sponsors, Rep. Yvonne Holley (D-Wake), Rep. Donny Lambeth (R-Forsyth), Rep. Chris Whitmire (R Transylvania) and Sen. Don Davis for their supportive comments at the hearing.Of particular note for NCAH members and partners, the recently released NCAH video about the success of three corner stores from across the state was played at the hearing! The House version of the budget (HB 97) includes a provision to fund the Healthy Corner Store Initiative with $1 million provided that the policy (HB 250) is subsequently approved by both the House and Senate and is signed into law by the Governor. Approval by the House Appropriations Committee is a step toward the beginning of the legislative process for HB 250. HB 250 is expected to be considered by the full House early next week (as early as Tuesday). In addition, the Senate needs to maintain the funding in their version of the budget, expected to be release early next week.
HB 250 would enable store owners to stock and sell nutrient-dense food, which would improve their bottom line and the health of our local communities. Specifically, funding would be available to provide education to both store owners and customers regarding healthy foods and healthy eating, as well as equipment (via loan from local health departments) such as additional shelving and refrigeration so that store owners can sell fresh fruits and vegetables. This helps small business owners provide healthier options to their customers and increase profits. The Initiative will also allow local health departments to connect store owners with local farmers/fishermen, as available, and provide education for both the store owners and customers regarding healthy foods and healthy eating.

Advocates continue to await the release of the Senate proposed budget, now expected to be released late Sunday, June 14. Media reports indicate that the Senate’s proposed budget will be more austere than the House proposed budget. All the more reason to call on advocates to communicate to urge Senators to include HB 250/SB296, Healthy Corner Store Initiative, in the Senate budget.
This weekend, urge Senate Appropriations Committee leaders to include funding for the Healthy Corner Store Initiative in the Senate version of the budget!
